Can a cricket bowler with hard and rough palm and fingers is better suitable for spin bowling ?

Spin bowlers often take soil powder in the bowling hand before bowling . They like to make the ball rougher and rougher by rubbing . If the hand itself is rough and hard ,shall it give additional advantage, keeping aside the technique , pitch and other factors ?
