Why do some TV / Radio Stations only have three call letters and most have four call letters?

In the early days of broadcasting there wasn't to many stations and the 3 letters worked well. As Stations were added to the air waves and FM become more popular they needed to get more combination of letters. You can actually have two stations with the same letters, one on AM and one on FM. Might be owned by the same company or not.
