Did the BTK Killer stopped killing while capital punishment laws were in effect?

Someone told me that the BTK killer stopped killing when capital punishment laws were in effect in his state and then started again when they were repealed. Is that true? Did it happen with the BTK killer or was it with another serial killer? Is there any kind of direct evidence that shows capital punishment is indeed a crime deterrent such as this?
