Why the husky does this to me and how to stop it. ?

I help out at the local SPCA. This husky goes nuts whenever I get into his cage. Dashes towards me and buries his face in my crotch every time (went in 6 times so far) and doesn't stop! Quite sure it's not to identify me because I always let him sniff my hand (through the cage bars) before getting in and he knows it's me because he always rubs his head all over my hand. I have observed him with other people in the cage and he behaves perfectly! Asked other volunteers and they say he's never done that to them. He's friendly and never tried to bite. How to get him to stop doing that because it's really, really ticklish.
